Moving towards the more autonomous nature of US Business Improvement District special levy funded organisations is difficult within Australia's legislative structure.
Following our work with the Property Council ACT Division, we were commissioned by the NSW Division to prepare and present an analysis of the current governance structures of special rate funded schemes around Australia.
On behalf of the PCA, we presented this analysis to Chris Johnson, former NSW State Government Architect and at that time Executive Director Cities and Centres, for the NSW State Government Department of Planning.
The PCA also invited us to make this presentation to Wollongong City Council, in an attempt to invite consideration of alternatives to imposing hefty Section 94 contributions on new development, which the PCA believed would inhibit investment in the city cente.
Ultimately neither the State Government, nor Wollongong City Council were receptive to these alternative proposals from the private sector.
